    O objetivo deste artigo é discutir o tratamento dos direitos humanos nos dois momentos de autoritarismo vividos no Brasil, na ditadura do Estado Novo e durante a ditadura militar. A partir de uma breve historicização do tratamento de questões relativas aos direitos fundamentais nas constituições de 1824 e 1891, demonstraremos como os regimes de exceção arquitetaram um conjunto jurídico que visava garantir a ação repressiva do Estado mantendo um conjunto significativo da população sob vigilância.
